Dating from 1896, this Grade II listed building was constructed at a cost of £11,000. It designed by Walsall architects Bailey & McConnal. It was extended along Earl Street in 1905 to accommodate the County Educational Offices. Part of the building on Earl Street stood empty for several years and later became residential accommodation with notices advertising 'Rooms to Let' on part of the building.
