Date:1894 - 1899 (c.)

Description:Initially commissioned by Michael Thomas Bass, the brewer, as St. Paul’s Institute and The Liberal Club and designed by Reginald Churchill, it was completed by 1878. His son Michael Arthur Bass donated the building to the town in 1891. It was then extended to include the Municipal Buildings by 1894. The clock tower was added to the original building at this time.
