Description:Dr F. L. Richard of Walsall (right) Commissioner of the St. John Ambulance Brigade in Staffordshire, wearing the vestments of a member of the Chapter General with which he was presented at the Brigade County Office, Stafford by Dr. Allan Walker. The Chapter General is the governing body of the Order of St. John.
