Description:RAF Hednesford trained recruits in engine and airframe fitting. In addiction to RAF personnel, members of the Royal Navy Fleet Air Arm and WAAF (Womens' Auxiliary Air Force) were trained. Biplanes were still in use, especially by the Royal Navy, so the rigging skills would still be relevant.

This picture seem to have been posed to include a sample of personnel of all the services on the establishment.
