Description:The County Refuge (later the County Industrial Home) was opened on Sandon Road in 1878. It was built by subscription to provide work for homeless women and was the first of its kind in Staffordshire.

By 1928 it had become the Home Office Reformatory for Girls and soon afterwards moved to Rowley Hall.
