Thomas Lowe was the school headmaster and was awarded an M.B.E. for his services to education. he has been described as 'far-sighted' and ahead of his time believing in the benefits of audio-visual teaching methods.

Heron Cross County Junior School first opened in the previous Wesleyan School building. The school buildings were built in 1894 to house Heron Cross County Junior School. A new infant's school was built adjoining in 1911-12. In 1932 it became Heron Cross County Secondary School. The school, now (in 2013) Heron Cross Primary School is situated at the corner of Grove Street and Claud Street.
