Description:Lithograph print. A caricature of Sir Arthur John Otway, 3rd Baronet Privy Council (1822-1912) by 'Ape'. Appeared in 'Vanity Fair' February 8th 1879. He was Liberal Member of Parliament for Stafford between 1852-1857 as well as a champion of administrative reform regarding India. He was born in Edinburgh and died in Scotland.
